Organizational Background
The Indiana Public Health Association (IPHA) was formed in 1964 to unify efforts for advancing public health across the state of Indiana. IPHA evolved over time providing educational activities and development opportunities for public health professionals. In addition, IPHA has worked to develop partnerships and advocate for the advancement of public health across the state of Indiana.
The Indiana Public Health Association aims to be valued as a robust partner, connector, and resource for advancing public health in Indiana. This vision is achieved by building capacity among public health professionals and partners to achieve health equity and well-being for all people, in all communities across Indiana. The Indiana Public Health Association is committed to incorporating a health equity lens into its processes and practices and pursues policy, systems, and environmental change strategies.
The Indiana Public Health Association has established a management services agreement with Health by Design, to provide a comprehensive array of leadership, executive, management, operations, financial, and organizational development services that assist the IPHA board of directors in managing IPHA activities. As such, this Program & Policy Manager will be an employee of Health by Design but will focus efforts on Indiana Public Health Association activities, as outlined in the management services agreement.
This position will require in-state travel, and, at times, out-of-state travel may be necessary for training opportunities. Some evening and weekend hours will be necessary. It is a hybrid position with time split between working from home and the office.
Position Description
The IPHA Program & Policy Manager will be responsible for overseeing the ongoing development, management, administration, and evaluation of the Indiana Public Health Association’s strategic initiatives. The IPHA Program & Policy Manager will also guide activities related to information gathering and assessment, partnership development, outreach and engagement, training and technical assistance, and program and policy development and implementation.
The IPHA Program & Policy Manager will supervise the team of IPHA Program & Policy Coordinators and other staff working on all aspects of IPHA program, policy, association and administrative activities and tasks. This position will also work closely with the board of directors and the administrator to guide implementation of the organization’s strategic plan.
Compensation will be $65,000 – 85,000 annually, depending on education and experience. The organization offers excellent benefits. The position relies on long-term funding through grants and contracts.
Education & Experience
A bachelor’s degree is required, along with at least seven years of related work and/or volunteer experience; a master’s degree may be substituted for two years of experience. A high school diploma and seven years related work and/or volunteer experience may also be substituted.
The ideal candidate will have knowledge of and experience in public health and direct experience supervising individuals and teams.
In addition, the ideal candidate will have experience working with diverse community partners; a deep understanding of the principles of equity, inclusiveness and power across multiple dimensions (such as race, ethnicity, ability, gender, sexual orientation, income and place); and life and/or professional experience working across those dimensions.

Position Duties
The IPHA Program & Policy Manager will lead and manage the IPHA team in planning, implementing and evaluating statewide strategic initiatives, with a focus on public health infrastructure development and workforce capacity building, through a range of tasks including but not limited to:
- Direct outreach and engagement activities
- Convene cross-sectoral partnerships with multiple stakeholders
- Conduct information gathering and assessment activities
- Plan and implement training, technical assistance, and education activities
- Create training resources for stakeholder use
- Monitor, evaluate, and report programmatic progress and outcomes
- Conduct system mapping activities to determine gaps and opportunities
- Identify and develop program and policy recommendations
The IPHA Program & Policy Manager will support organizational and project communications strategies, including emails and project communications; content for newsletters, materials, presentations, and social media tools; presenting at meetings and conferences; and media advocacy.
The IPHA Program & Policy Manager will support the Indiana Public Health Association’s broader efforts including strategic plan implementation, committee and action team activities, events, and advocacy.
The IPHA Program & Policy Manager will represent the Indiana Public Health Association at partner meetings and events.
The IPHA Program & Policy Manager will monitor, track, evaluate and report activities and impact.
The IPHA Program & Policy Manager will be responsible for other duties, as assigned.

Overview

The role of the Grants Team is to identify, seek, and secure external funding from private foundations, corporations, and government agencies to support the work of IU Health across the state. The Senior Grants Officer utilizes creative and technical writing skills, engages in extensive research, and collaborates with colleagues to develop timely, professional, compelling proposals and funding documents. Creates a cultivation strategy for each identified prospect, including clear cultivation, solicitation, and stewardship plans (in collaboration stewardship and grants administration colleagues). Represents the IU Health Foundation in meetings with prospective and active donors as well as community and/or program partners.
Under leadership of the Director, the Senior Grants Officer is responsible for securing grant income from private and corporate foundations as well as government agencies.
Key Responsibilities
- The Officer utilizes creative and technical writing skills, engages in extensive research, and collaborates with colleagues to develop timely, professional, compelling proposals and funding documents.
- Contributes to the achievement of Grants Team revenue goals
- Creates a cultivation strategy for each identified prospect, including clear cultivation, solicitation, and stewardship plans (in collaboration stewardship colleagues)
- Supports the development of technical supporting documents for Federal grantors
- The officer is responsible for assisting with administrative functions of the office, including proposal preparation as well as collaboration on grant management
- In coordination with department colleagues, performs various research tasks such as prospect and topical research
- Prospect research includes using online databases to identify foundations, corporations and government agencies to support IU Health funding priorities and projects around the state
- Coordinates with the Program Manager, Grants Administration and colleagues in the Communications department to ensure grantor organizations receive appropriate recognition on print and media materials
- Provides excellent customer service and maintains a positive relationship with all donors and internal IU Health staff
- Represents the IU Health Foundation in meetings with prospective and active donors as well as community and / or program partners

Senior Grants Officer (Philanthropy) in Indianapolis, IN – IU Health
Evaluation Coordinator
Health and Hospital Corporation of Marion County d/b/a Marion County Public Health Department (MCPHD) seeks an Indianapolis-based contractor to support both small food store owners/managers and their customers by determining the most appropriate avenues to increase access to affordable healthy food, prioritizing stores in communities with the highest burden of food inequity, limited nutrition access, and health disparities. The contractor will coordinate with MCPHD and relevant community partners to implement the goals for this program to: focus on policy, systems and environmental (PSE) approaches to eradicating food insecurity; build up capacity of local retailers so they can thrive and offer healthy choices in their communities; and increase the availability and utilization of nutrition incentives (through Fresh Bucks SNAP matching and Produce Rx programs for the purchase of fresh fruits and vegetables in participating retail sites) in Marion County.
